Savantas Liberal Arts Academy Public Policy Study Programme Summer 2021 2021 - Lecture 3

The third lecture of the "Savantas Liberal Arts Academy Public Policy Study Programme Summer 2021" was held on 12 June. Savantas Liberal Arts Academy (SLAA) invited Dr Ko Wing Man, the former Secretary for Food and Health as the guest speaker. The title was "Hong Kong’s Medical and Health System – Strengths and Challenges". Participants could learn about the background and development of Hong Kong's medical system, the medical systems of different countries, and the direction of Hong Kong's medical system reform.

Mr Alex Wong, Policy Director of Savantas Policy Institute, thanked Dr Ko in his welcome speech, and Mrs Regina Ip, the Principal of SLAA, presented a certificate of appreciation to Dr Ko.

Dr Ko’s sharing was mainly divided into two parts. He first introduced the background and development of Hong Kong's medical system and compared the medical systems of other countries. He also pointed out that provision of management and political training to young people would help Hong Kong’s governance. In the second part, he explored the feasibility of the programmes proposed by the government in recent years, such as twin-track system for public and private healthcare sectors and social medical insurance. Then, Dr Ko shared his view on public and private hospitals cooperation, voluntary health insurance schemes, expansion of facilities and manpower, and a series of solutions that would help improve the Hong Kong medical system. Finally, Dr Ko answered questions from the participants, including the development of social medical insurance, the community medical facilities, and hiring of overseas doctors.
