Submission on TSA

There is no doubt that the Territory-wide System Assessment (TSA) has put students, parents, teachers and schools under enormous pressure. A fundamental reform is necessary. For example, the government should adjust the difficulty and format of exam questions and consider merging the TSA for Primary Six students with the Pre-Secondary One Hong Kong Attainment Test. Most importantly, the government must revert the TSA to a low-stakes and low-stress assessment of the education system by ensuring that the assessment will not exert pressure on schools.
